Engineered Concept Drawing

Your free concept plan, leveled up. We apply zoning compliance analysis, refine the layout to meet jurisdictional requirements, and produce an engineering-grade concept drawing ready for your pre-application meeting. This is the document that starts the conversation with the city.

Pre-Application Meeting

We attend the jurisdictional pre-application meeting on your behalf — or with you, if you prefer. We present the concept, ask the right questions, and document every comment so nothing gets lost between the meeting room and your next decision. You get a written summary of everything the jurisdiction needs to see.

Entitlement & Zoning Strategy

A written strategy for your rezoning, variance, or conditional-use path — including a realistic timeline, required submittals, anticipated objections, and preemptive responses for each. This isn’t a boilerplate memo. It’s a specific playbook for your site, your jurisdiction, and your product type.

Predevelopment Schedule

A detailed timeline from concept through construction start. Survey, geotech, environmental, permitting, utility coordination, planning commission dates — every milestone mapped with durations and dependencies. You’ll know exactly how long the path is before you start walking it.

Risk Register

Every technical, regulatory, and schedule risk identified on your site — ranked by likelihood and impact, with a mitigation plan for each. Floodplain issues. Utility capacity concerns. Neighboring opposition. Traffic studies. If it could slow you down or shut you down, it’s on this list.

The free concept plan is a preliminary layout showing lot yield and site constraints — it’s designed to help you decide if a site is worth pursuing. Project Greenlight takes the next step: refining the concept into an engineering-grade drawing, meeting with the jurisdiction, building a full entitlement strategy, mapping the predevelopment schedule, and identifying every risk. Greenlight tells you whether to commit real capital.

No — the fee covers 30 days of engineering analysis, jurisdictional coordination, and five specific deliverables regardless of the outcome. But consider the alternative: most developers spend $20,000–$50,000 before discovering a deal-killing issue. Greenlight is designed to surface those issues early, at a fraction of the cost.

A completed concept plan (either through our free concept plan or your own preliminary layout), a clear target product type and density, and an understanding of your timeline goals. We handle the rest — parcel data, zoning research, jurisdictional outreach, and scheduling.

Technically, yes. But we don’t recommend it. The $5,000 Greenlight investment routinely prevents $20,000–$50,000 in wasted engineering fees on projects that hit a wall during entitlements. It also gives you a written entitlement strategy and predevelopment schedule that makes every phase after it faster and more predictable.
