Core Design delivers every construction document your contractor needs to mobilize — grading, stormwater, erosion control, water, sewer, and roads — submitted to the jurisdiction within 8 weeks of project kickoff. Grading Plans

Existing conditions analysis, finished floor elevations, earthwork balance, and detailed grading designed for constructability and cost efficiency. We optimize cut-fill to keep your sitework budget in check.

Stormwater Management

Detention, retention, storm drain systems, and stormwater management reports — each one tailored to your specific site and development type. Where most firms apply sweeping assumptions, we perform individualized hydrologic and hydraulic analysis. The result: right-sized infrastructure that meets every requirement without overbuilding — protecting both your buildable area and your budget.

Erosion & Sediment Control

NPDES-compliant erosion and sediment control plans, SWPPP preparation, and BMP details — from first disturbed acre through final stabilization. Designed to protect neighboring properties and natural resources while maintaining full compliance with EPA standards.

Water Distribution

Domestic water lines, fire flow analysis, and service connections — sized for your specific product type and designed in coordination with local utility providers to ensure capacity, alignment, and constructability from day one.

Sanitary Sewer

Gravity sewer, lift stations, low pressure systems, septic design, manhole placement, service laterals, and capacity analysis. Nobody wants to overpay for sewer — they just need it to work. We design reliable systems at the lowest responsible cost, coordinated with utility providers from the start.

Roadway Design

Street layout, horizontal and vertical geometry, pavement sections, curb and gutter, and ADA-compliant pedestrian infrastructure. Designed to create a functional, seamless experience for the people who will drive, walk, and live on these roads every day.

We commit to 8 weeks — NTP to jurisdictional submittal — because we've built our process to deliver on it: parallel design across all six disciplines, internal QC before anything leaves our office, and a team that isn't overloaded.

Kickoff & Base Mapping

We review your approved entitlement package, confirm scope parameters, and build the base file from your boundary and topographic survey. All six disciplines start from the same coordinated base.

Engineering & Design

Grading, stormwater, utilities, erosion control, and roadway design happen in parallel. We coordinate internally across all disciplines so conflicts are caught during design — not during plan review or construction.

Internal QC & Value Engineering

Every sheet goes through our internal quality control and value engineering process. We verify cross-discipline coordination, code compliance, and constructability — while identifying opportunities to reduce cost without sacrificing performance. Nothing leaves our office until it’s been reviewed for both accuracy and value.

Submittal & Permitting

We submit construction documents to the reviewing jurisdiction and manage all agency communication, review comments, and resubmittals on your behalf. You stay focused on the deal — we manage the back-and-forth.

Permitting Included

All permitting efforts are included in Core Design. We manage the submission process, track review timelines, respond to agency comments, and coordinate with reviewing departments on your behalf — from first submittal through permit issuance.

Exclusions

Agency moratoria, post-submittal code changes, owner-initiated scope changes, DOT design, additional exhibits beyond standard civil, and off-site improvements. These items can be scoped separately if your project requires them.

Most firms take 4–6 months to deliver a complete set of civil construction documents. Samford Group submits plans to the jurisdiction within 8 weeks of project kickoff. If we miss that deadline, we discount our fee 25%.

Value engineering identifies opportunities to reduce infrastructure cost without sacrificing performance or compliance. This includes optimizing earthwork balance, right-sizing stormwater facilities through individualized hydrologic analysis, and eliminating over-designed elements that add cost but no value. At Samford Group, value engineering is built into our QC process on every project.

A full plan set typically includes grading plans, stormwater management design, erosion and sediment control plans, water distribution, sanitary sewer, and roadway design. Samford Group designs all six disciplines from the same coordinated base file, and all permitting efforts are included.

Yes. Permitting is included in every Core Design engagement. We manage jurisdictional submittals, track review timelines, respond to agency comments, and handle all resubmittals through permit issuance.
